I live in dark mode on iOS 13 but I don’t like having a dark background on Apple Notes. The good news is you can change this just for Notes. Head into settings, then tap notes and you’ll see the following option Just pick the Note Background that fits what you want to see.
As I’m using the latest public builds of iOS 13 I’m still amazed at the number of UI issues across the system. This actually applies to watchOS too and iPadOS.
